March 25, 2003 Underpass/Overpass Memo from Nick Landwer <br /> <br />Overview <br /> <br />At the March 10th, 2003 City Council meeting, the City Council approved plans and <br />specifications for the Highway 96 reconstruction project contingent on the following: <br /> <br />>- Providing a financing plan for city costs. <br />>- Providing a feasibility study for a potential underpass per the Parks, Trails, and <br />Recreation Committee's request at the March 9th meeting. <br /> <br />Financinl! Plan and Cost Participation Al!reement <br /> <br />Since staff was not aware that the reconstruction of Highway 96 was being considered as 2003 <br />project, no funds were budgeted within the 2003 budget for city expenses related to the project. <br />However, since this project has been in queue for a number of years, there is revenue in existing <br />fund balances to accommodate city costs relative to this project. In particular, a fund balance has <br />been accumulating in Fund 409, the Non-Assessable Road Improvement Fund to accommodate <br />for these types of expenditures. While a number of options exist to finance our project costs, <br />staff would suggest the following: <br />
