"

.

We believe that in the City's Assessment Policy the Assessment Units definition
on page 11 section 4 clearly identifies our lot as a "shallow lot". It states, "For
rectangular lots under 130 feet in depth or irrelrnlar lots averlll!:ing less than 130
feet in denth. the front footage is determined by the actual lot area divided by 130
feet". Since the north boundary of the lot, which has the greatest depth, is only
100.35 ft, our lot clearly meets the criteria of averaging less than 130 feet in
depth.

Using the FRONTAGE FOOT CALCULATION EXAMPLE in the City's
Assessment Policy for Shallow Lots the assessment for 1226 Ingerson Rd should
be the fullowing:

SWALLOW LOT FOOTAGE CALCULATIONS

Adjusted Front Footage = (Lot's Total Square Footage) 1130 ft.

12261ru!:erson Rd Calculation

Adjusted Front Footage = (Lots Total Square Footage)/130 ft
Area of Lot = 9,697 sq ft
Adjusted Front Footage = (9,697 sq ft)/130 ft = 74.59 ft

.

Footage x Rate = Assessment amount
74.59 ft x $51 = $3,804.09

We believe the March 7th 2003 footage calculation is a mistake and request that
the council change the assessment.

Also of concern is an omission in the City's Assessment Policy to guide the
calculation for "double footage" and "comer lots" when the rates for the two
streets are different. In our case Ingerson Rd. has a $51/ft and Ingerson Ct has a
$47/ft rate. We believe a reasonable policy would be to average the rates ($49) for
the lot's assessment: 74.59 x $49 = $3,654.91.

CV~-J#o/o~ ])
David Dudycha Date Dorothy V

cr J..2.p.o3
Date

.
