At the January 27tb, 2003 meeting of the City Council, the Council approved a site plan review for Anchor Bank with the following conditions: I. All necessary building permits shall be filed with the City Building Official. 2. That the applicant shall file all necessary signage permits with the City Planner. 3. That the number of handicapped accessible parking spaces complies with the State Building Code requirements. 4. That the revised site plan from Case #03-01 prepared by Mohagen Architects Ltd., dated January 27, 2003, and signed by the City Planner, be amended to eliminate the direct access to County Road E, but reserving the applicant's right to submit a revised site plan for review at a future date, be attached to the Special Use Permit from case #02-29. 5. If the applicant chooses to upgrade the water service to the site and access the 16" water main, the applicant shall wet tap and repair Pine Tree Drive to its existing condition per the approval ofthe City Engineer. 6. That the applicant meet the minimum requirement for the size of ornamental trees by providing the 10 Spring Snow Crabapples of at least 2 caliper inches each (in place of the 1.5 caliper inch trees proposed). 7. The applicant shall submit a landscape performance bond or other surety for 125% ofthe cost of materials and installation valid one full year from the date of installation. 8. A final utility plan shall be submitted to the City Engineer for approval. 9. A masonry trash enclosure shall be provided using materials that match the primary building. 10. The applicant obtains all necessary permits from Ramsey County. II. Compliance with the applicable provisions of the Zoning Ordinance. 12. The applicant will comply with the 60 square foot maximum for wall signage. 13. The applicant will not change the location of the existing pylon signs. 14. The company symbol identified as the anchor will be located at either point A or B, at the discretion of the applicant, but will not be located along County Road E (See attached site plan for anchor symbol locations). Subsequent to this meeting, the applicant determined that they would like to revisit the opportunity for an access drive onto County Road E. The applicant obtained Benshoof and Associates to perform a traffic study analyzing the impacts of an exit-only access drive to County Road E. At the March 17,2003 Council Work Session, the applicant presented the traffic study which concluded that an exit-only access drive would not have a detrimental effect on County Road E. The Ramsey County Traffic Engineer and the Arden Hills City Engineer have reviewed the traffic study and their responses are attached. As a result of the meeting the applicant has requested an amendment to the previously approved Site Plan allowing an exit-only access drive. PC #03-01b - 04/09103 - Page 2 of3 e e e
