<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />MARCH 31, 2003 <br /> <br />15 <br /> <br />Councilmember Larson stated this would not resolve the concerns he stated <br />earlier. <br /> <br />Mr. Parrish pointed out that a feasibility study would probably not give them the <br />information they were looking for with respect to the TCAAP issue at this time. <br /> <br />Council member Holden agreed that the City should spend the money on the <br />proposed trails, instead of spending money on a connection that they did not know <br />where it would connect to. She noted she would not support it at this time. <br /> <br />MOTION: Councilmember Larson moved and Councilmember Holden <br />seconded a motion to not proceed with plans for an underpass <br />under Highway 96 as a part of the proposed reconstruction of <br />Highway 96. <br /> <br />Councilmember Rem stated she agreed with the motion, but acknowledged that <br />an underpass was the preferred way to get pedestrians under Highway 96, and <br />when TCAAP started to develop, they needed to keep this in mind. She stated she <br />was not against an underpass, just not putting in an underpass right now. <br /> <br />Councilmember Grant stated he was torn on this decision. <br /> <br />Mayor Aplikowski agreed an underpass would be an ideal solution, but not at this <br />time. She noted this was a very difficult decision. <br /> <br />The motion carried unanimously (5-0). <br /> <br />MOTION: Councilmember Grant moved and Councilmember Larson <br />seconded a motion to approve, the signal maintenance <br />agreement, cost participation agreement and financing plan. <br />The motion carried unanimously (5-0). <br /> <br />8.
