Ingerson Road and Hamline Avenue are <br />designated as state aid roads. If the money was meant to be general <br />aid to cities, it would not be necessary to specify which roads are <br />state aid roads. If the City applies the state money to road projects in <br />general, then it is ignoring the intended purpose of the aid. When <br />Roseville reconstructed Josephine Blvd. they did not charge residents <br />because they felt that receiving state aid money for the project and <br />also charging residents would be "double dipping." The residents of <br />state aid roads are the ones who bear the burden of the increased <br />amount of traffic and speed of traffic on their street (which also <br />probably contributes to more rapid degradation of the roadway), and . <br />therefore should be the ones to benefit from the state aid money <br />provided for the maintenance of these roadways. In summary, I am <br />requesting that State Aid Funds be subtracted from the cost of <br />reconstructing Ingerson Road and Hamline Avenue before calculating <br />the cost of assessments against properties on these two streets. <br /> <br />Respectfully, <br />/? <br />~ / <br /> <br /> <br />Lynn Diaz <br /> <br />. <br />
