Environmental Review <br /> <br />Guidant is currently in the process of completing the environmental review required <br />under the Minnesota Environmental Policy Act (MEPA). At their September 9, 2002 <br />meeting, the City Council adopted a resolution ordering the preparation of an Alternative <br />Urban Areawide Review (AUAR) for the Guidant campus. The Council will consider a <br />draft of the AUAR at their September 30, 2002 meeting. If approved, the AUAR would <br />then be made available for public conunent and distributed to various state agencies. A <br />draft AUAR is attached for your reference. No Planning Conunission action is required <br />on this item. <br /> <br />11. Issues Raised at Community Workgroups <br /> <br />Several other issues were discussed at the community workgroup meetings and those <br />compromises have been reflected in the proposed Master Plan Planned Unit <br />Development. They include: light pollution on neighboring properties, traffic, access to <br />Cununings Park, and the fonner Nestle property. A complete list of these issues is <br />provided in the applicant's proposed Master Plan pages 9 through II. <br /> <br />10. Drainage and Utilities <br /> <br />The City Engineer has identified additional information that would be helpful to include . <br />in the Drainage and Utility Plans. Please see the attached comments from the City <br />Engineer. Staff has suggested a revised Drainage and Utility Plan as a condition of <br />approval. <br /> <br />Staff Recommendation <br /> <br />In Planning Case #02-25B staff reconunends approval of the Planned Unit Development Master <br />Plan with the following conditions: <br /> <br />I. Approval of a PUD Permit and Development Agreement. <br />2. The phasing schedule follow the revised schedule proposed by staff. <br />3. An updated traffic study be completed at the conclusion of Phase I Development. <br />4. Approval of the Final Alternative Urban Areawide Review Mitigation Plan. <br />5. Submittal of a revised Drainage and Utility Plan as approved by the City Engineer. <br /> <br />OPtions <br /> <br />1. <br />2. <br />3. <br /> <br />Reconunend approval as submitted. <br />Reconunend approval with conditions. <br />Recommend denial with reasons for denial.
