<br />e <br /> <br />- <br /> <br />- <br /> <br />Mr. Brucc Thompson <br /> <br />-10- <br /> <br />March 3, 2003 <br /> <br />The traffic generated by thc proposed Public Works and Army Guard Facility do not generate the <br />need for additional improvemcnts above those programmed. The traffic projected from the <br />Guidant Development along with the background traffic growth and thc higher volumes observed <br />from the recent traffic counts develop the need for additional improvements' for these <br />intersections to operate at a LOS D or better. <br /> <br />The following improvements are needed for the intersection of CSAH 96 and Hamline A venue to <br />operate at an acceptable level of service dming the peak homs under year 2005 build conditions. <br />Although the intersection is opcrating at an overall LOS C during the a.m. peak hour, the <br />southbound merge area for westbolJnd left-turning vchiclcs is not long enough to accommodate <br />the a.m. peak hour vollJmes and therefore backs up into thc intersection. It is cstimated that this <br />length should be at least 850 feet. Operations during the p.m. peak hour are borderline L OS DiE <br />due to the increase in eastbound through and northbound right-turning vehicles. It is <br />recommended that the northbound right-turn lane bc extended as far as possible to accommodate <br />the high volume during the p.m. peak hour. In addition. consideration should be given to adding <br />a northbound right-turn overlap signal indication. These recommended improvements will <br />improve intersection operations to an acceptable LOS D. <br /> <br />Summary and Conclusions <br /> <br />The relocation of the Ramsey County Public Works operation is proposcd on a currently vacant <br />sitc (building currently under demolition) located in the northwest quadrant of CSAH 96 and <br />Hamline A venue in the City of Arden Hills. Thc site of thc Minncsota Anny Guard Maintenance <br />Facility is currently vacant. The purposc of this study is to examine the impacts this <br />development would have on the adjacent roadway system. <br /> <br />Based on the analysis, the following conclusions and recommendations are offered for your <br />consideration: <br /> <br />· All key intersections cUITently operate at an acceptable overall LOS D or better during the <br />a,m. and p.m. peak hours, with existing geomctr1cs and traffic control. <br /> <br />· Under year 2005 build conditions, the intersection if CSAH 96/Snelling Avenue is <br />expected to operate at an acceptable overall LOS D or better during the a.m. and p.m. <br />peak hours, with existing traffic controls and base geomet11cs. The intersections of <br />CSAH 96/Hamline Avenue is expected to operate at an unacceptable lcvels of service <br />during peak hom conditions dlJe to additional traffic other then that generated by the <br />proposed construction. <br /> <br />. Under year 2005 build conditions, it is recommended that thc lcngth of the additional <br />southbound through lane leaving the intersection of CSAH 96/Hamline A venue be <br />extcnded to 850 feet, to accommodate the heavy a.m. peak hour volumes. It is also <br />recommended that the northbound right-turn lane be extended as far as possible to <br />
