<br />e <br /> <br />. <br /> <br />- <br /> <br />The proposed action is not anticipated to involve the generation of hazardous waste. <br />The construction of the new maintenance facility is being done on a site that was <br />previously disturbed by agricultural activities and an old farmstead, a .50-caliber <br />ammunition production building, and a parking area. Ramsey County will comply with all <br />federal, state, and local regulations; this compliance will result in minimal impacts to the <br />natural and built environment. Therefore, the implementation of the Proposed Action will <br />not have a significant long-term impact on the environment. <br /> <br />7.0 IRREVERSIBLE AND IRRETRIEVABLE COMMITMENT OF RESOURCES <br /> <br />Section 102 (C)(v) of NEPA requires consideration of "any irreversible and irretrievable <br />commitments of resources which would be involved in the proposed action should it be <br />implemented." Irreversible and irretrievable resources are related to the use of <br />nonrenewable resources and the effects that the use of these resources would have as <br />a result of consumption or destruction of a resource that could not be replaced in a <br />reasonable period of time. <br /> <br />CEO Regulation 1502.2 (f) states that an agency "shall not commit resources prejudicing <br />selection of alternatives before making a final decision." In Section 1506.1 (b) of CEO it <br />is stated: "if any agency is considering an application from a non-Federal entity, and is <br />aware that the applicant is about to take an action within the agency's jurisdiction. . . <br />then the agency shall promptly notify the applicant that the agency will take appropriate <br />action to insure that the objectives of NEPA are achieved." <br /> <br />The site preparation for the new maintenance facility and its parking facilities would be <br />considered irreversible and, therefore. irretrievably committed to the proposed project. <br />The commitment of resources under the proposed action is not considered substantially <br />different from the commitment of resources under the no action alternative since the site <br />of the new maintenance facility is being constructed on the site of an old industrial <br />building, TCMP Building 576. Therefore, it is determined that the proposed action <br />would not create a substantial impact upon the natural and improved environment. <br /> <br />80 CONCLUSIONS <br /> <br />It is the conclusion of this environmental assessment that no significant environmental <br />impacts would result from implementation of the proposed action. Upon assessment of <br />all environmental areas listed in section 3 of this document, no single area or <br />combination of areas would result in a single or cumulative significant impact to the <br />environment. Therefore a Finding of No Significant Impact (FNSI) will be published for a <br />30-day public comment period. <br /> <br />9.0 LIST OF AGENCIES AND PERSONS CONSULTED <br /> <br />Mr. Michael R.
