MOTION: Councilmember Rem moved and Councilmember Larson seconded a motion to accept Resolution No. 03-29: A Resolution Establishing the 2003 Pavement Management Plan Assessment Rates. Planning Case No. 03-01: Anchor Bank Site Plan Revision Mr. Hellegers stated the applicant was requesting an amendment to the previously approved Site Plan. The amendment would permit an exit-only access drive onto County Road E. He indicated staff recommended the proposed amendment to the Site Plan be approved subject to three conditions as noted in staffs April 9, 2003, report. Tom Jacobson. President Anchor Bank, stated they were requesting approval of the site plan to grant exit access, which would eliminate concerns regarding the traffic flow out onto County Road E. He noted this was a safety issue and they were trying to eliminate having the cars entering the site onto Pine Tree Drive from having to go in front the building and exiting out onto Pine Tree Drive. He noted this was a liability and safety concern for the bank. He stated the traffic
