The presentation <br />will begin at 6:00 p.m. <br /> <br />2003 P"'(RC Long Range <br />Planning Discussion Points <br /> <br />I. Premises <br />The Comprehensive Plan ("the Plan") on parks, trails, and open space was developed <br />by the PTRC and adopted by the City Council. <br /> <br />The Plan envisions improvement and expansion of parks and trails in Arden Hills over <br />the next 20 years that will require something approaching $20 million in expenditures. <br /> <br />The only money currently available to support those anticipated expenditures is the <br />approximately $400,000 in the park fund. <br /> <br />If there are no plans to develop the funds necessary to carry out this Plan, <br />improvements in Arden Hills parks and trails will occur on an ad-hoc basis, negating the <br />purpose of the Plan. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Questions for Discussion <br /> <br />How will the features of the Plan be funded? <br /> <br />To what extent are new taxes, bonding, and use of existing city funds options that <br />should be considered? <br /> <br />How can we strengthen the city's ability to incorporate the features of the Plan in future <br />decision-making? <br /> <br />How can we develop opportunities for collaborative efforts with other cities, the county, <br />and/or the state? <br /> <br />How much lead time does the Council require to allocate funds to the major capital <br />expenditures in the Plan? <br /> <br />As the PTRC and Council begin to identify priorities in implementing the Plan, what <br />level of annual revenues should we anticipate being dedicated to the Plan? <br /> <br />How much of the current park fund does the Council wish the PTRC to allocate to <br />implementation of the Plan, as opposed to recurring upkeep, repair, etc.? <br /> <br />5/13/2003 <br />
