<br />City of Arden Hills <br /> <br />- <br /> <br />Street <br />Reconstruction <br />Sanitary Sewer <br />Water Main <br /> <br />10 years <br /> <br />10 - 15 years <br />10 - 15 years <br /> <br />In the case where several areas of the improvements listed above are <br />included in the same project, the assessment period shall be determined by <br />the City Council. In no event shall an assessment period exceed twenty <br />(20) years. <br /> <br />6. Municipal State-Aid Streets <br />Municipal State-Aid Streets are routes designated by the City Council and <br />approved by the Commissioner of Transportation for inclusion in the <br />City's State-Aid system. All routes typically begin and end on another <br />municipal state-aid road, county state-aid road or trunk highway. <br /> <br />Thc criteria used in selecting such routes is as follows: <br /> <br />a. The route is projected to carry a relatively heavier traffic volume or is <br />functionally classified as collector or arterial as identified on the City's <br />functional plan as approved by the City Council; and, <br /> <br />e <br /> <br />b. The route connects the points of a major traffic interest within the <br />City; and, <br /> <br />c. The route provides an integrated street system affording, within <br />practical limits, a state-aid street network consistent with projected <br />traffic demands. <br /> <br />7. Municipal State-Aid Construction Funds <br />Municipal State-Aid construction funds are monies apportioned to the City <br />from the State to be used for the construction of routes designated on the <br />Municipal State-Aid system. All construction funded with these monies <br />must be in accordance with the Minnesota Department of Transportation <br />(MnDOT) Office of State-Aid design criteria. <br /> <br />Municipal State Aid (MSA) Funds will not be credited to offset <br />assessmcnts as they will be utilized to offset total reconstruction program <br />costs. <br /> <br />e <br /> <br />S. Interest Rate on Unpaid Balance <br />The interest rate used over the life of the assessment shall be designated at <br />the prime rate plus two (2) percentage points. It shall be calculated based <br />upon the cost of financing over the life of the assessment, plus any <br />associated overhead costs.
