<br />North Heights Traffic Impact Study <br />Alliant Engineering. Inc. <br />AprilS, 200] <br /> <br />Summary <br /> <br />. <br /> <br />This traffic study was conducted as part of the PUD process for the North Heights Church facility <br />in Arden Hills, Minnesota. The purpose of the traffic study was to identify impacts associated <br />with the expansion of the facility. The study analyzed issues relating to access, traffic operations, <br />and impacts associated with special events. <br /> <br />The future traffic associated with the proposed expansion was analyzed for both the typical PM <br />peak hour conditions and for an event where the facility's parking field i5 filled. The results <br />indicate: <br /> <br />. For the typical weekday PM peak period, the proposed expansion has little or no impact <br />on the traffic operations on Highway 96 and the key intersections. No additional <br />improvements or other mitigation is required at either access point. <br /> <br />. For special events where parking is near capacity, traffic control personnel should be <br />deployed at both the North Church Entrance with Highway 96 and at the North Snelling <br />intersection with Highway 96. Using traffic control personnel will allow the event traffic <br />to exit safely and more efficiently. <br /> <br />. Sunday morning traffic conditions were not analyzed. However, for capacity crowds, the <br />conditions will be very similar to an evening event. For near capacity crowds, it may <br />take 45 to 60 minutes to clear the parking lot without traffic control personnel present. <br />Services should be spaced at least 45 minutes apart. <br /> <br />. The proposed access plan minimizes eonflicts and provides storage for exiting vehicles. <br />The plan also directs vehicles toward Highway 96 via the north entrance and the east <br />entrance at North Snelling Avenue, and should discourage vehicles, except local <br />resident5, from using North Snelling south ofthe site. <br /> <br />. <br /> <br />1.0 Introduction <br /> <br />The North Heights Church site is located in Arden Hills, MN. The 41.89 acre parcel of triangular <br />shape is bounded by Highway 96 on the North, North Snelling A venue on the East, and Highway <br />10 on the we5t (Figure 1). <br /> <br />A planned unit development for North Heights Lutheran Church was originally approved by the <br />city in pianning case 84-21. The concept PUD defined a four stage development program. The <br />original PUD was amended with planning case 95..{J5 for a major addition to the church as well as <br />to revise the original four stage development program to a three stage master plan. <br /> <br />The first and second stages of the master plan have been completed at this time. This PUD <br />application is to revise the current approved master plan scope and revises the three stage plan <br />back to four stages. Stage three will be the addition of a new 4,000 seat sanctuary with support <br />spaces, new administrative offices, classrooms and gathering spaces. The existing 1,200 seat <br />sanctuary will be used as a youth auditorium. Stage four will be the addition of a new retreat <br />center. <br /> <br />. <br /> <br />1 of 16 <br />
