Inc. <br />April 5, 2003 <br /> <br />. <br /> <br />A traffic sludy is being conducted as part of the PUD submittal process. Two time periods were <br />analyzed as part of this study. Time Period 1 corresponds to the weekday PM peak hour (4:30- <br />5:30 pm). The results of this analysis will provide information relating to impacts to the roadway <br />system that could be expected on a regular basis. <br /> <br />Time Period 2 corresponds to a major event at the church on a weeknight. The results of this <br />analysis will provide information relating to impacts that may be more severe, but that would <br />occur on an infrequent basis. <br /> <br />The study is organized into the following sections: <br /> <br />. Existing Conditions <br />. Event Study <br />. Other Planned and Programmed Projects <br />. Proposed Site Development . <br />. Future Conditions and Traffie Operations Analysis <br />. Conclusions <br /> <br />2.0 Existing Conditions <br /> <br />In order to better understand the potential traffic impacts that may occur with expansion of the <br />North Heights Church site, it is important to understand the key traffic i5sues that exist today. <br />The North Heights Church property east of US 10 between Highway 96 and North Snelling <br />Avenue in Arden Hills, MN. The property has two access points, a major access on Highway 96 <br />and a secondary access on North Snelling A venue. The existing site conditions are illustrated in <br />Figure 2. <br /> <br />. <br /> <br />Services occur Sunday mornings at 9:00 and 10:45 and last approximately 1:00 to 1:15 hours. <br />Traffic during the typical roadway peaks (6-8 am and 4-6 pm) is generally light, as activities do <br />not begin until later in the evening. The church also has numerous special events during the year <br />that involve upwards of 2000 people. These events occur in December (Splendor of Christmas) <br />and in the spring (Passion Play). <br /> <br />Since the site does not generate signifieant traffie volumes during the peak periods, it was <br />determined that impacts to the surrounding roadway system would be limited to the site's access <br />points onto CSAH 96. The intersection of CSAH 96 and TH 10 was not included in the analysis <br />since the site traffic is sueh a small percentage of the total traffic passing through the intersection, <br />and the anticipated increases in traffic would result in no significant impact on traffic operations. <br /> <br />The key interseetions and roadways that will be included in this study include Highway 96 at the <br />North Heights Church North Entrance, Highway 96 at North Snelling Avenue, and North <br />Snelling A venue at the North Heights Church East Entrance. For each of the key roadways and <br />intersections in the study area, the following existing eonditions will be documented: roadway <br />geometrics, traffic control, traffie volumes, and traffic operations. <br /> <br />. <br /> <br />3 of 16 <br />
