The minor street left turn movement <br />typically incurs the longest delay at an unsignalized intersection, and safety issues can arise when <br />sufficient gaps are not available to safely maneuver into traffic. The minor street left turns onto <br />Highway 96 at the north entranee and at North Snelling are experiencing some delay, but are still <br />operating at an aceeptable level of service. <br /> <br />. <br /> <br />It should be noted that these left turn movements have very low volumes, and that the <br />development in general generates little traffic during the PM peak hour, approximately 40 <br />vehicles exiting and 55 vehicles entering the site. <br /> <br />3.0 Event Study <br /> <br />The church stages approximately 30 special events annually. These events include 8 large <br />performanees in the weeks prior to Christmas, approximately 20 performances in the 6 weeks <br />prior to Easter, and a 4'" of July celebration. These events are estimated to draw approximately <br />1500 patrons and nearly 400 performers, staff, and facility management personneL These events <br />occur after the PM peak, and usually begin after 7 PM. Therefore, event traffic does not conflict <br />with the roadway peak period. <br /> <br />An event study was condueted to provide information relating to the number of parking spaces, <br />impacts to the adjacent roadway system, and to the flow patterns observed exiting and entering <br />the site. <br /> <br />Existing Parking Survev and Occupancv Estimation <br /> <br />. <br /> <br />Alliant Engineering performed a survey of the parking conditions at the North heights Church <br />during a speeia] event on Thursday, December ]2,2002. The purpose of this survey was to <br />determine parking availability during a major event, and to provide an occupancy estimate check <br />for event traffic. There are currently 89] parking spaces on-site, including 23 handicapped spots. <br />During the speeial event 802 personal vehicles and 2 buses were parked in the lots, indicating the <br />lot was 90% occupied. The survey data is sununarlzed in Table 2. <br /> <br />6of16 <br />
