Inc. <br />AprilS, 2003 <br /> <br />For the exiting period, delays were experienced on the minor approaches, but with the assistance . <br />of traffic eontrol personnel. the majority of vehicles exited in a 20 minute period. During the <br />peak 15 minutes, 263 vehicles exited with the assistance of traffic control, resulting in a flow rate <br />of 17.5 vehicles per minute per lane. <br /> <br />2.0 Other Planned and Programmed Projects <br /> <br />Other planned and/or programmed projects in the study area include: <br /> <br />. The City of Arden Hills is in the process of planning the development of the parcel to the <br />north of Highway 96, It i5 anticipated that access to this property will be provided by a <br />new road connecting to Highway 96 from the north. <br /> <br />. Ramsey County has plans to upgrade Highway 96 in front of the site. The new roadway <br />will be upgraded to a four-lane divided roadway with a center median and turn lanes. <br />Full access intersections are planned for the church entrance and the North Snelling <br />entrance. <br /> <br />. MnlDOT, Ramsey County, and the City of Arden Hills are currently planning a new <br />grade separation of the Highway 96/ Highway 10 intersection. This project will tie into <br />Highway 96 just west of the Church's proposed aecess point. <br /> <br />. <br /> <br />3.0 Proposed Site Development <br /> <br />The proposed site development showing the parking fields and major access points is shown in <br />Figure 3. The access plan that is shown was developed in coordination with the development of <br />the overall Master Plan. There are two access points, the east access onto North Snelling the <br />north entrance onto Highway 96, which is moved east somewhat to help, avoid possible conflicts <br />with the future TH 10 / CSAH 96 interehange. <br /> <br />The north entrance will consist of two lanes inbound and two lanes outbound. Approximately <br />260 feet of storage is provided on the outbound lanes to accommodate longer queues expected <br />during major events. The east entrance consists of two lanes inbound and one lane outbound. <br />Only one lane outbound is provided to discourage traffie from diverting through the <br />neighborhood during major events. Again, approximately 260 feet of storage is provided for the <br />outbound lane. Buses will access the site from north access and proceed to a drop-off area <br />located on the north side of the church. <br /> <br />Stage 3 of the proposed development consists of the addition of a new 4,000 seat sanctuary with <br />support spaces, new administrative offices, classrooms and gathering spaces. The existing 1,200 <br />seat sanetuary will be used as a youth sanctuary. Under Stage 3, the main building will be , <br />expanded from 162,030 square feet to 395,230 square feet. Construetion of Stage 3 is expected to <br />begin in 2004. <br /> <br />Stage 4 includes the construction of a 65,600 square foot retreat center, resulting in a total for all <br />buildings of 460,830 square feet.
