<br />.' . <br /> <br />The exception would allow the residents of the area to remodel or restore residential buildings <br />. and experience minimal, if any, disruption. The more substantial impact would be that for the <br />duration of the moratorium property that is currently undeveloped would have to remain <br />undeveloped until which time as the moratorium expires or is terminated by Council action. <br /> <br />All efforts will be made to expedite this process; to resolve the conflicting Comprehensive Plan <br />and Zoning designations, and to have the moratorium terminated as soon as possible. <br /> <br />Staff Recommendation <br /> <br />Staff recommends that the City Council adopt an ordinance that would place a moratorium on <br />the development of those parcels which show a conflicting status on the Zoning Map and Future <br />Land Use Plan (as defined by the proposed draft moratorium) for a period of twelve (12) months <br />unless terminated or extended by the City Council. Prior to enacting a development moratorium, <br />staff would recommend defining possible parameters of review for the Planning Commission. <br />Staff would suggest the following: <br /> <br />. <br /> <br />I. The Planning Commission shall evaluate whether the described parcels should be zoned <br />as either Neighborhood Business or Single and Two Family Residential. After evaluating <br />the described parcels for the correct Zoning designation, the Planriing Commission <br />should make the necessary recommendations to proceed in resolving the conflicting <br />Comprehensive Plan and Zoning designations. <br />a. Should the Planning Commission detennine that the described parcels should be <br />zoned as Neighborhood Business; the Planning Commission shall review and <br />recommend a rezoning of the property to reflect the appropriate Zoning <br />designation. <br />b. Alternatively, should the Planning Commission determine that the described <br />parcels should remain zoned under the current designation and that the <br />Comprehensive Plan should instead be amended; the Planning Commission shall <br />review and recommend that the Comprehensive Plan be amended to reflect the <br />appropriate Comprehensive Plan designation. <br /> <br />SU22ested Citv Council ActioD <br /> <br />I.
