The following is a summary of the <br />key elements for Council consideration: <br /> <br />The City's watermain CIP includes the construction of an emergency connection to the City of <br />Shoreview in the vicinity of Cummings Park DriveNictoria Street. City maintenance staff have <br />brought to the City Engineer's attention over the past several years that the quality of the <br />existing 8" watermain between Fair Isaac's and Amble Drive is poor and frequent problems <br />with valve operation occur. This segment of watermain runs underneath the southwest corner of <br />Karth Lake and has been underwater for the past couple of years and therefor would be very <br />difficult to access in case an emergency repair is needed. Repair work would also likely cause <br />short term environmental degradation of Karth Lake. Guidant Corporation is currently <br />reconstructing Cummings Park Drive as a part of their campus improvements. Ramsey County <br />is planning to reconstruct Lexington Avenue from Highway 96 to Cummings Park Drive in <br />2004 or 2005. <br /> <br />The project includes the installation of a new 12" diameter watermain along Cummings Park <br />Drive from the CuI de Sac to Lexington A venue. The watermain would include new services to <br />Fair Isaacs and Guidant, hydrants and valves. The watermain would be extended to Amble Road <br />(north along Lexington A venue) at the time of the County improvements thus completing the <br />watermain connection for the Karth Lake East neighborhood and allowing the City to remove <br />the existing problematic 8" line from service. Construction of the Cummings Park Drive <br />segment of the watermain in conjunction with the road improvements would allow the City to <br />save approximately $150,000 in roadway surface restoration and $12,500 in engineering and <br />inspection costs if the project was done at a later date. The estimated cost for the Cummings <br />Park Drive segment of the watermain is approximately $80,000. Work would be accomplished <br />
