<br />-.ILl- . <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~HlLLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />PC Agenda Item 5.B <br /> <br />February 28, 2003 <br /> <br />TO: Planning Commission <br /> <br />FROM: Peter Hellegers, City Planner <br /> <br />SUBJECT: County E-2 and Cleveland Avenue MOTatorium Update <br /> <br />At their February 10, 2003 meeting the City Council appToved a moratorium on certain <br />parcels in the vicinity of County Road E-2 and Cleveland Avenue. The moratorium <br />would effectively baIt development on the parcels north of Cottage Villas and south of <br />the Tr-ammproperty located alon.g Cleveland Avenue and along the easemen.t area that <br />cuts through the area. As a result of the moratorium the Planning Commission will <br />review the affected area at the April Planning Commission meeting. Staff requested that <br />the Council provide the Planning Commission with specific direction on how to proceed. <br />Approved direction from Council is as follows: <br /> <br />1. The Planning Commission shall evaluate whetheT the described parcels should be <br />zoned as either Neighborhood Business or Single and Two Family Residen.tial. <br />After evaluating the described parcels for the correct Zoning designation, the <br />Planning Commission should make the necessary recommendations to proceed in <br />resOlving the conflicting Comprehensive Plan and Zoning desiguations. <br />a. Should the Planning Commission determine that the described parcels <br />should be zoned as Neighborhood Business; the Planning Commission <br />shall review and recommend a rezoning of the property to reflect the <br />appropriate Zoning designation. <br />b. Alternatively, should the Planning Commission determine that the <br />described parcels should remain zoned under the current desiguation and <br />that the Comprehensive Plan should instead be amended; the Planning <br />Commission shall review and Tecommend that the Comprehensive Plan be <br />amended to reflect the appropriate CompTehensive Plan desiguation. <br /> <br />Depending on the actions taken at the April meeting of the Planning Commission, it may <br />prove necessary to hold additional public hearings for eitheT a rezoning of the affected <br />properties or a Comprehensive Plan Amendment. <br />
