Memo to Council dated September 8, 2003 <br /> <br />Overview: <br /> <br />At the September 15 Work Session, Council had an opportunity to review and discuss a proposal <br />to conduct reorganization of the Finance function along with some related personnel changes. <br />These changes are recommended so that staff can proceed with the recruitment of a Finance <br />Director to fill the vacant City Accountant/Treasurer Position. Details are outlined in the <br />attached memorandum dated September 8, 2003. <br /> <br />Summarv: <br /> <br />The proposed changes are designed to achieve several objectives. In general, this results in a <br />better allocation of resources and supervisory responsibility, helps ensure better coordination of <br />the administrative and finance functions, and allows the existing Community Services <br />Department to focus on economic development/redevelopment, TCAAP, and general <br />administrative issues. As illustrated in the September 8 memorandum to you, the proposed <br />compensation plan change results in a minor budget impact which varies depending on the <br />starting salary for the Finance Director position. <br />
