The planning, building, and code enforcement staff would report to a Community Development Director who is principally responsible for economic development/redevelopment and related functions. >- By creating a Finance Department, this would allow the finance function to be directly accountable to the City Administrator. This would ensure a better coordination of the administrative and finance functions. >- By removing the responsibilities for finance from the existing Community Services Director, this will allow the position to focus on economic development/redevelopment, TCAAP, and general administrative issues. >- In general, this is a better allocating of supervisory responsibility within the organization. It provides for more balanced organizational structure and span of control. In recognition of the new departments, I would propose that the current City AccountantlTreasurer position be replaced with a Finance Director. Creating a department director level recognizes the importance of the finance function within the organization. Perhaps even more importantly, I believe the change will enhance our ability to attract quality, skilled candidates to the position. Finally, I would propose that the Community Development Director be given the dual title of Assistant City Administrator. Adding the Assistant City Administrator title provides recognition of the administrative responsibilities of the existing Community Services Director and proposed Community Development Director. To illustrate and provide further definition to this proposal, a revised organizational chart, position descriptions, and salary schedule are attached for your review. Financial ImDlications The proposed position alterations will not have a significant impact on the current or proposed 2004 budget. However, the salary to hire a qualified Finance Director will be slightly higher than the current AccountantlTreasurer position.
