. ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES
OCTOBER 14,2003

B. Replacement of Trench Box

Ms. Wolfe stated on August 24, 2003, the Safety Trench Box was stolen from the
Operations and Maintenance Building. She noted a report was filed with the
Ramsey County Sheriff and League of Minnesota Cities Insurance Trust (LMCIT),
which informed staff that this particular item might be eligible for some type of
reimbursement. She noted the Safety Trench Box was scheduled for replacement
in the 2004 CIP. She indicated staff had requested three bids for the replacement
of the Safety Trench Box and the low bidder was United Rentals in the amount of
$9,270. Funding for the purchase would be provided equally from the Water and
Sanitary Sewer Enterprise Funds. She requested Council authorize staff to
purchase the Hydra Shield Safety Trench Box from United Rentals at a cost not to
exceed $9,270 and that the invoice be submitted to LMCIT and what is not
covered be split equally between the Water and Sanitary Sewer Enterprise Funds.

Council encouraged staff to increase the security around the Operations and
Maintenance Building to ensure the new Safety Trench Box was not stolen again.

MOTION: Councilmember Larson moved and Councilmember Grant seconded a
motion to authorize staff to purchase the Hydra Shield Safety Trench
Box from United Rentals at a cost not to exceed $9,270 and that the
invoice be submitted to LMCIT and what is not covered be split
equally between the Water and Sanitary Sewer Enterprise Funds. The
motion carried unanimously (4-0).

8. ADMINISTRATION

A. Assessment Policy Task Force

Ms. Wolfe stated one of the goals established by the Council this past spring was
to form an Assessment Policy Task Force. Unfortunately, only one resident
indicated interest in the task force. Council at that time directed that the process
be put on hold and re-evaluated in the fall. She asked Council if they wanted to
proceed with this task force.

Council discussed the options and decided to proceed with the formation of the
task force and narrowing the scope of the discussions to the current assessment
policy, the staff proposal and/or whatever else the task force comes up with.

4

.

.

.
