The improvements include the construction of
new catch basins and a new pipe connection between the ponding areas.
Runoff from the southern part of this area will now into the existing stilling
basin at County Road D and Shoreline Lane. This area is owned and
maintained by Ramsey County Parks Department and they have been
contacted on the proposed improvements. Runoff from the northern part of
this area will run through two small ponds adjacent to the cui de sac. The
proposed improvements in this area actually reduce the amount of runoff
from the street as compared to existing conditions and therefore
improvements to the existing stilling basins will be minimal. The discharge
from the ponds at the Shoreline Lane cul-de-sac will be redirected to the
stilling basin at County Road D in lieu of the existing outlet to Lake
Josephine between 3167 and 3177 Shoreline Lane to improve maintenance
access and provide additional settlement of pollutants.

The proposed storm drainage and water quality improvements have been
discussed with Rice Creek officials who have indicated support for the
project and suggested that the City apply for a grant from the watershed to
help fund the improvements. The proposed Edgewater Avenue system and
Shoreline Lane system storm drainage and water quality improvements are
illustrated in exhibits 3 & 4.

D. Proposed Utility Improvements

Sanitary Sewer
Improvements

Sanitary sewers were televised a few years ago and pipe conditions were
documented on video tape. The project includes extensive rehabilitation of
the sanitary sewer system in the neighborhood including some spot repair of
severely damaged pipe. The entire system is proposed to be lined with cured
in place pipe due to the age of the pipe and a considerable number of cracks
and broken pipe. The most severe pipe conditions will require a few spot
repairs that will include excavation and replacement of pipe sections. The
existing sanitary sewer condition is illustrated in exhibit 5.

7
