<br />. <br /> <br />It was explained that the City is proceeding with the process of acquiring the site <br />from the federal government, and that the post office is no longer considering use <br />of the site. Staff explained that thc environmental clean up is the responsibility of <br />the Army. A Phase II Environmental Survey of the site has been completed and is <br />under review. The City has a master planning group including residents and other <br />stakeholders, and they have completed a vision statement and goals for the project <br />which are currently under review by the City Council. <br /> <br />. <br /> <br />Does the City still offer senior discounts for water and sewer rates? <br /> <br />. <br /> <br />Concerns were expressed about the 2002 and 2003 pavement management <br />projects. These included dclays, extended deadlines, and too many <br />"surprises" for residents. It was suggested that the City improve <br />communications for future pavement management projects. <br /> <br />. <br /> <br />. Questions were raised about the Arden Hills branch of the Ramsey County <br />Suburban Library system: What is an environmental library? What can we <br />do to ensure that the library will not be closed for 2004? One resident <br />indicated that the City should not support the new facility that is proposed <br />for construction. <br /> <br />While there were many concerns discussed at the neighborhood meetings, the city <br />has since learned that the County budget includes funding to keep the Arden Hills <br />branch open through 2004. This issue may resurface during 2005 budget <br />preparation, so City staff will continue to monitor the status of the library. <br /> <br />. Will a band shell be constructed in Arden Hills, and if so, where would it be <br />located and what would the implications be? <br /> <br />Guidant Corporation contacted the City regarding the possibility of building a <br />band shell within the City. It would be donated to the City and for public use. <br />This was an initial contact, looking for feedback. There has been little formal <br />discussion at this point. The City is waiting for furtller information from Guidant. <br />The company is looking at other sites in other communities for this project. <br /> <br />. Overnight parking enforcement was raised as a concern and issue. <br /> <br />. Concern was expressed about speed of vehicles on New Brighton Road. <br />Why are there two different speeds posted on this road? <br /> <br />. <br /> <br />. Several residents expressed concern about open loads - vehicles carrying <br />uncovered loads to the compost facility and uncovered gravel trucks. One <br /> <br />2 <br />
