: e . e . ~ ~ /]'\~ HILLS MEMORANDUM DATE: Agenda Item S.A November 24, 2003 TO: Mayor and City Council Peter Hellegers, City Planner@ Case #03" 12 Big Ten / John Welsch 4703 North Highway 10 Variance (Zoning Ordinance) and Site Plan Review FROM: SUBJECT: Request The applicant has requested two variances and a Site Plan Review, The variances are as follows: · A variance of 1,699 square feet from the Special Requirements for the maximum size of a restaurant in the Neighborhood Business District (Section 5,H,3,a ofthe Zoning Ordinance, Special Requirements for the Neighborhood Business [NB] District [maximum size is 3,000 square feet]), · A variance request to allow the enlargement of a non-conforming use (Section 9,D of the Zoning Ordinance, Prohibited Activities for Non-Conforming Uses) The applicant has also requested the review of the proposed site plan. Update At their November 10, 2003 meeting the Council requested that this item be tabled to allow the applicant to return with a revised landscape plan which would provide screening from the mobile home park, On November 19th, staff received a landscape plan which showed a general planting design showing approximate locations of some shrubs and trees. Staff met with the applicant on November 20,2003 at the site and suggested some changes to the landscape plan and provided the applicant with information about species of evergreen trees and evergreen shrubs. Evergreen trees and shrubs were suggested because they can provide year-round screening and if they are of a certain height would potcntially reduce headlight glare into the mobile home park, On November 21 't, staff received the attached landscape plan which shows a mixture of \\Earth\Planning\Plannlng Cases\200J\03-12 Big Ten Variance and Site Plan Review (PENDING)\ll-24-03 CC Report.doc Page 1 of3
