<br />7. Parking Reqnirements - Does not meet the requirements,
<br />
<br />The General Regulations, Section 6, of the Arden Hills Zoning Ordinance set forth
<br />several requirements for parking areas. A summary of how this proposal compares to the
<br />requirements is provided below:

<br />Requirement: (indicate yes if the proposed plans meet the requirements, no if the
<br />proposed plans do not meet the requirements):
<br />
<br />No - Minimum Parking Stall Size: The minimum parking stall size for off-street
<br />parking is 9 feet [width] by 18 feet [length] (Section 6, F, I, a), As shown on the
<br />site plan, the parking stalls appear to be 10 feet wide by 10 feet in length, or
<br />smaller.
<br />Yest? - Paving: All off-street parking areas and driveways shall be improved with a
<br />paved surface and graded and drained so as to dispose of all surface water
<br />accumulation within the area required by the Rice Creek Watershed District
<br />(Section 6, F, I, c, I). It is staff's recollection that the parking area for the
<br />applicant's property is a paved! bituminous surface. However, staff is not aware
<br />if the property has been graded and drained to Rice Creek Watershed District's
<br />requirements,
<br />No - Curb and Gutter: Concrete curb and gutter shall be constructed for all
<br />developments according to the requirements of the City except driveways for
<br />single and two-family residences (Section 6, F, I, c, 2), The current parking area
<br />does not have concrete curb and gutter.
<br />Yes - Distance of Parking Spaces to Right-of-Wav: Standards call for no off-street
<br />parking space, with the exception of driveways, to be within twenty (20) feet of
<br />the right-of-way line of any public street (Section 6, F, I, d, 4), The proposed
<br />plans do not show any parking spaces within 20 feet of the right-of-way.
<br />No - Distance of Parking Spaces to Side or Rear Property Lines: Off-street parking
<br />standards call for all off-street parking areas to be no closer than five (5) feet to
<br />any side or rear property line (Section 6, F, I, d, 5), A majority of the parking
<br />spaces are within 3 feet of the side or rear property lines; some are actually up to
<br />the property line.
<br />No " Provision of Landscape Areas within the Parking Lot: A total often (10) percent
<br />of the surfaced parking lot area shall be provided to divide large parking lots into
<br />smaller, more pleasing spaces (Section 6, F, I, k, I), There are no landscape areas
<br />provided within the parking lot, they are all on the edges,
<br />
<br />Variance Criteria
<br />
<br />Again, the applicant is seeking variances from the Special Requirements for the
<br />maximum size of a restaurant in the Neighborhood Business District (Section 5, H, 3, a)
<br />and also from the Non-Conforming Uses (Section 9, E) provisions ofthe Zoning
<br />Ordinance,
