<br />, <br /> <br />. <br /> <br />e <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />NOVEMBER 10, 2003 <br /> <br />5 <br /> <br />Councilmember Holden expressed concern about not having more fencing by the <br />mobile home park. Mr. Welsch stated in the 1960's, when the mobile home park <br />was installed, the mobile home park owners were required to erect a fence, which <br />they failed to do. <br /> <br />Councilmember Holden asked how much more business did they expect by <br />expanding the kitchen. Mr. Welsch replied this addition was a matter of <br />convenience and they expected their business for the military to increase, but he <br />did not expect the parking area need to increase. <br /> <br />Councihnember Holden asked Mr. Welsch to address the resident's concerns that <br />were brought up by Planning Commission. Mr. Welsch replied the majority of <br />the residents did not have a problem with him expanding, but there was one <br />resident who was concerned about the expansion. <br /> <br />Mayor Aplikowski asked if Mr. Welsch would object to putting evergreens on the <br />side closest to the mobile home park. Mr. Welsch replied he would add trees both <br />on the north and west side. <br /> <br />Councilmember Rem noted the business was originally built on the site before <br />the housing and everything else had grown up around it did not seem right to ask <br />The Big 10 to not be able to expand. She stated if the Health Department was <br />requiring the changes, she did not believe the City should deny this request. She <br />asked staff if they could deal with this request as a PUD. Mr. Parrish stated a <br />PUD could be explored, but from the applicant's perspective, a variance request is <br />more cost effective. <br /> <br />Councilmember Grant asked how many of the existing Arden Hills <br />neighborhood businesses were in a similar situation. Mr. Parrish noted there <br />were only a couple of businesses in the City that were affected in the same <br />manner. <br /> <br />Councilmember Grant asked ifMr. Welsch was the original owner. Mr. Welsch <br />replied his father was the original owner. He noted this was a 5th generation <br />business, over 100 years old and now his son is in the process of taking over the <br />business. He stated he had spoken with the owner of the mobile home park, who <br />did not have any problem with additional landscaping being installed. <br />
