To take the opportunity presented by this planning process to evaluate the potential for <br />recreational facilities and features that may provide needed services to future residents <br />and visitors, <br /> <br />4, To pursue the creation of a joint athletic facility and recreational complex. <br /> <br />5, To provide a network of pedestrian and bicycle trails, parks and open spaces tbat create <br />strong linkages throughout the TCAAP Excess Property and make connections to <br />surrounding regional and local trails and open spaces. <br /> <br />Transportation Goals: <br /> <br />1. To accommodate the significant demands on the regional transportation system that the <br />full development of the TCAAP Excess Property will generate, To work with leaders <br />from all levels of government to support improvements to the regional transportation <br />system that are necessary to overcome existing deficiencies and serve the needs of new <br />development. <br /> <br />2, To balance the need to provide effective levels of access and transportation service to the <br />TCAAP Excess Property, with the needs of the surrounding communities, <br /> <br />3, To provide excellent north-south movement to serve the redevelopment of the TCAAP <br />Excess Property and the best available east-west movement via the local street system, <br />given the site's constraints, <br /> <br />4. To carefully evaluate the transportation improvements to serve the Atsenal in the context <br />of the surrounding local and regional roadway network and to make strategic linkages to <br />these networks, <br /> <br />Environment: <br /> <br />1, To make the re-use ofthe TCAAP Excess Property a tangible means by which several <br />decades of pollution can be remediated, <br /> <br />2. To transform the existing land use and development pattern at the TCAAP Excess <br />Property, and reclaim impervious surfaces and reestablishing natural environmental <br />systems. <br /> <br />3. To make a significant commitment to establishing a healthy urban forest within the <br />TCAAP Excess Property and to establishing and conserving more natural drainage <br />systems and wildlife habitat. <br /> <br />4, To emulate the best available models for the environmental transformation of other <br />brownfield properties in the Re-Use Master Plan for the TCAAP Excess Property, <br /> <br />5. To conserve and enhance protection of the Atsenal site's unique wildlife and plant <br />species, surface water and wetland resources, and other unique topographic features. <br /> <br />4 <br />
