In general, many of the <br />accounts that are delinquent have been delinquent in previous years. It is staffs perspective that many of these <br />people allow th~ir account to be certified as a special assessment to their property taxes for tax planning purposes <br />and incorrectly fake a deduction on their income taxes. <br /> <br />Administration Comme:6ts: <br />
