Asst. City Admin.

SUBJECT:

Economic Development Commission

ENCLOSURES:

1. City of Shoreview Mnnicipal Code - Economic Development
Commission
2. New Brighton Municipal Code - Economic Development
Commission
3. Woodbury Municipal Code - Economic Development Commission

Overview

As Council is aware, in the past the City has had a Business Relations Committee that dealt
specifically with economic development and related business issues. With the reuse of TCAAP,
potential future redevelopment projects, and a desire for increased communications/cooperation
with the business community, staff would request that the Council establish an Economic
Development Commission. For Council's benefit, staff would note the following:

I. Traditionally, Economic Development Commission's consist of a mix of both residents
and businesses.

2. Economic Development Commission's typically get involved in a broad range of
activities including business retention and attraction (site visits, target marketing etc. . .),
business expansions, evaluation of requests for public financial assistance (local
revolving loan programs, TIF etc. . .), new commercial and industrial development and
redevelopment, marketing, and issues that pertain to the City's general business climate.
Generally, Economic Development Commission's also provide input and
recommendations on activities of an HRA and/or EDA.

3, Since meetings are traditionally in the morning (generally 7:30) to accommodate the
business representative's schedule, it would not be an inordinate burden on staff.
