<br />~: <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />RECEIVED <br />FEB - 6 2003 <br /> <br />NM 1-35W Corridor Coalition <br />Housing and Redevelopment Authority <br /> <br />CITY OF Ai,-DEN HillS <br /> <br />Request for Statutory Authority to Create a Collaborative Seven City Housing and <br />Redevelopment Authority <br /> <br />Background <br />The NM 1-35W Corridor Coalition consists of the cities of Arden Hills, Blaine, Circle <br />Pines, New Brighton, Mounds View, Roseville and Shoreview. The Coalition is a joint <br />powers organization under Minnesota Statutes, as well as a 501 (c)(6) non-profit <br />organization. The Coalition communities are experiencing tremendous growth and <br />change as more people choose to make the North Metro their home. Job opportunities <br />are expanding as parcels across the seven communities are developed into job-rich <br />employment hubs. The housing stock is being rehabilitated to maintain marketability and <br />to protect the livability of neighborhoods. Sustaining and improving the quality of life <br />for residents and businesses is a goal for all member cities, <br /> <br />One of the key strategies for the Coalition is to encourage re-investment in its member's <br />current housing stock. During 2000 the Coalition engaged The Greater Metropolitan <br />Housing Corporation to establish its HousingResource Center1M program. The program <br />is structured to reduce the number of substandard housing units in targeted <br />neighborhoods, and assist homeowners with flexible financing tools to complete home <br />improvement projects. For every dollar invested to date it can be shown that member <br />cities have received a $7 return on said investment. <br /> <br />Following are the Coalition Objectives in partnership with the HRC program: <br />I. Provide a 'one-slop-shop' for individuals and families to become new home <br />owners <br />2. Assist homeowners with flexible financing tools to complete home improvement <br />projects. <br />3. Assist owners through the complex construction process when renovating their <br />homes. <br />4. Assist individuals and families t6 become new homeowners. <br />5. Reduce the number of substandard housing units in participating cities. <br />6. Keep the community's housing stock usable for future generations. <br />7. Reduce municipal expenses through a collaborative program aimed at managing <br />housing related programs and resident needs, <br /> <br />Current Law <br />Under current law each member city could establish its own Housing and Redevelopment <br />Authority, <br />
