<br />. <br /> <br />. <br /> <br />. <br /> <br />1-35W CORRIDOR COALITION <br /> <br />Resolution 2003-1 <br /> <br />RESOLUTION OF SUPPORT FOR THE ESTABLISHMENT OF A COALITION WIDE <br />HOUSING AND REDEVLOPMENT AUTHORITY <br /> <br />WHEREAS, NM 1-35W Corridor Coalition is a joint powers organization under <br />Minnesota Statutes, being founded in December 1987, and <br /> <br />WHEREAS, the 1-35W Corridor Coalition's membership is comprised of the cities of <br />Arden Hills, Blaine, Circle Pines, Mounds View, New Brighton, Arden Hills and <br />Shoreview; and, <br /> <br />WHEREAS, one of the key strategies for the Coalition is to encourage re-investment in <br />its member's current housing stock, and <br /> <br />WHEREAS, during 2000 the Coalition engaged The Greater Metropolitan Housing <br />Corporation to establish its HousingResource Centerâ„¢ program, and <br /> <br />WHEREAS, the program is structured to reduce the number of substandard housing <br />units in targeted neighborhoods, and assist homeowners with flexible financing tools to <br />complete home improvement projects, and <br /> <br />WHEREAS, for every dollar invested to date it can be shown that member cities have <br />received a $7 return on said investment. <br /> <br />NOW THEREFORE, the Coalition has created a partnership with GMHC: <br />1. Provide the services of the 'one-stop-shop' HRC for individuals and families to <br />become new home owners <br />2. Assist homeowners with flexible financing tools to complete home improvement <br />projects. <br />3. Assist owners through the complex construction process when renovating their <br />homes. <br />4, Assist individuals and families to become new homeowners. <br />5, Reduce the number of substandard housing units in participating cities. <br />6. Keep the community's housing stock usable for future generations. <br />7, Reduce municipal expenses through a collaborative program aimed at managing <br />housing related programs and resident needs. <br /> <br />Under current law each member city could establish its own Housing and <br />Redevelopment Authority.
