~
~~HILLS

.

MEMORANDUM

DATE:
TO:
FROM:
SUBJECT:

Deeember 12, 2003

Mayor and City Couneil ,\ .~" 0

Miehelle Wolfe, City Administrator ~ ~

Ramsey County Suburban Library Update

BACKGROUND

At the December Work Session, City Council reviewed some information regarding the Arden
Hills branch of the Ramsey County Suburban Library. As you know, the Arden Hills branch was
scheduled to be closed, but ultimately the County Board voted to keep it open. They did not,
however, appropriate additional funds. Therefore, there is a fund-raising effort underway and the
library is looking for other ways to meet costs.

In mid-December I met with Library Director Alice-Jo Carlson. She asked if the City of Arden
Hills was still willing to consider assistanee to the Arden Hills branch library in the form of snow
plowing and mowing. I responded that I would discuss this with the City Council and let her
know.

.

DISCUSSION

O&M staff went to the site and provided an estimate of time that this may involve. For summer
mowing and trimming eosts, it is estimated it would take two seasonal employees, one time per
week for 1.5 hours. With a 20 week season the total cost is estimated at $600.

For plowing and sanding, one time per 2" snowfall, work would be performed by a full time
employee for approximately two hours. With each season being vastly different it is difficult to
estimate how many times this work would occur during the winter. But the estimate is $39.62
per event. If there are 10 events it would be $396.20; 20 events would be $792.40.

After reviewing the above information at the Work Session, Council indicated that staff should
proceed with preparations to provide this service for the year 2004. The attached agreement has
been developed so that the arrangement is more formal and the services well-defined. The
agreement has been reviewed by O&M Manager Tom Moore.

.
