<br />. <br /> <br />COMMUNITY NEED NARRATIVE <br /> <br />The Community will be evaluated based on the following criteria. Describe those that apply and any other <br />pertinent issues: <br /> <br />a. Economic vulnerability of the community <br /> <br />b. Events contributing to a depressed economy <br /> <br />c. Unemployment (long term, chronic, seasonal) <br /> <br />d. Need to attract or retain essential services <br /> <br />e. Events contributing to a unique situation <br /> <br />f. Infrastructure conditions <br /> <br />g. Out-migration due to lack of jobs <br /> <br />h. Need to diversify industrial base <br /> <br />I. <br />.. <br /> <br />Project will support the economic viability of small, minority, or women-owned businesses <br /> <br />Under-employment of existing labor pool <br /> <br />Due to a lack of active economic development in the past and the present restrictions on various <br />economic development finance tools, the City of Arden Hills has very limited resources to supporl <br />economic development and redevelopment in comparison to similar communities. From the <br />community's perspective, the following public policy objectives would be accomplished as a <br />result of the proposed business expansion: <br /> <br />1. Overall, the Guidant Campus Expansion has the potential to significantly improve <br />infrastructure on and around the campus, In parlicular, a new City street and traffic signal <br />will be constructed; significant improvements will be made to the water quality treatment <br />on as a result to enhancements to the campus' storm water management system; A former <br />City street in need of reconstruction will reconstructed by Guidant. <br /> <br />2. The additional, high quality jobs created as a result of the expansion will provide additional <br />employment opporlunities for Arden Hills residents and the region, <br /> <br />3, A previous study funded in parl by DEED indicated that a significant percentage of <br />residents within the seven city area around Arden Hills were under-employed in the current <br />positions. The additional job creation contemplated in the expansion will give residents <br />within the subregion the opporlunity to more effectively utilize their skills. Finally, by <br />creating high quality jobs in Arden Hills, residents in and around Arden Hills have the <br />opporlunity to work closer to home minimizing demand on the regional highway system <br /> <br />. <br /> <br />8-3 <br />
