<br />'. <br /> <br />~ <br />~HILLS <br /> <br />e <br /> <br />MEMORANDUM <br /> <br />DATE: July 12,2004 <br /> <br /> <br />TO: Mayor and City Council <br /> <br /> <br />}'ROM: Michelle Wolfe, City Administrator ~'-~ <br /> <br /> <br />SUBJECT: Appointment of Schawn Johnson as Assistant to the City Administrator <br /> <br />BACKGROUND <br /> <br />The position of Assistant City Administrator became vacant when Aaron Parrish resigned April <br />30, 2004. After reviewing the position duties and needs of the City, the position was changed to <br />"Assistant to the City Administrator" and was advertised through the end of May. Over 50 <br />applications were,received and reviewed by City staff. Six candidates were selected for the first <br />round interviews. (One later dropped out.) The first round of interviews were conducted by City <br />staff including myself, Scott Clark, Murtuza Siddiqui, and Jackie Gritz. There was unanimous . <br />agreement as to a top two candidates for the second round of interviews. Those interviews were <br />conducted on Thursday, July 1. Mayor Aplikowski and Councilmember Rem were part of the <br />interview panel along with me. <br /> <br />DISCUSSION <br /> <br />The recommended candidate is Mr. Schawn Johnson. Mr. Johnson earned a Masters Degree in <br />Public Administration from Hamline University, He also has a Bachelor's Degree in <br />GovemmentIPolitical Science from St. John's University. He has been employed by the City of <br />Colwnbia Heights since August 1999 as an Administrative Assistant in the Public Works <br />Department. In that capacity he has been involved in budget preparation, review and monitoring <br />of public works expenditures, preparation of grant applications, assisting with the development <br />of the capital improvement program, involvement with the labor-management committee, safety <br />committee, and other special projects as assigned. He also researches and revises older city <br />policies and ordinances, acts as City weed inspector, and was responsible for implementing and <br />monitoring the new GASB 34 regulations for Public Works. In addition, he develops newsletter <br />articles, neighborhood project bulletins, and other public works related publications. <br /> <br />Prior to his work in Columbia Heights, Mr. Johnson also worked for the City of New Hope <br />Public Works Department. There he was the City's ICMA Performance Measurement <br />Coordinator, managed the safety training program, maintained and coordinated OSHA <br />docwnentation and safety records, worked on various ordinances and procedures, and developed . <br />and maintained various data bases. <br />
