VISION AND GOALS Arsenal Reuse City Council's Discussion Draft January 14, 2004 DEFINITIONS: ARSENAL - The entire property fonnerly referred to as the Twin Cities Anny Ammunitions Plant in Arden Hills_ The property is generally localed north of Highway 96, northwesl of Highway 10, east oflnterstate 35W, south of County Road I, and west of Lexington A venue, As outlined in Exhihit A, different portions of the property are currently under different ownership and I or management. Generally, these include the following: ], Twin Cities Army Ammunition Plant (TCMP): This portion ofthe Arsenal is currently under the ownership and management of the United States Anny, The tenns "TCAAP" and 'TCAAP Excess Property" are synonymous as they refer to the same geographic area. 2. Arden Hills Army Training Site (AHATS): This portion of the Arsenal is owned by the United Slates Anny. The property is licensed to the Minnesota Anny National Guard from the Uniled States Anny for use as the Arden Hills Anny Training Site. 3. Other Interests: ]n addition to the above, there are a number of other entities that utilize the site, Both AlIianl Tech Systems and the United Slates Anny Reserve utilize select buildings within the Twin Cities Anny Ammunition Plant. The United States Anny Reserve operations currently located within the TCAAP will potentially be transferred to the Arden Hills Anny Training Site. As outlined on ExhibitA, the mosllikely location is directly to the north of their existing facility at the intersection of Lexington A venue and Highway 96, Arden Hills City Hall and the Ramsey County Public W orkslPartners Facility are located south of the AHA TS property. TCMP EXCESS PROPERTY -- The 774 acres of the TCAAP site which are being considered for transfer by the Anny.
