Highway 96 <br />Arden Hills, MN 55112 <br /> <br />RE: Proposal for Fiscal and Economic Impact Analysis for Proposed TeAAP <br />Development <br /> <br />Ehlers & Associates is pleased to submit this proposal for a fiscal and economic impact <br />analysis of the proposed TCAAP development. This proposal is based on a preliminary <br />review of documents provided by the City of Arden Hills and a discussion with you and <br />Aaron Parrish on September 29. <br /> <br />. <br /> <br />Proposal Background <br />The City of Arden Hills has entered into a preliminary agreement with CRR, LLC to <br />prepare a plan for the development of the Twin Cities Army Ammunition Plant <br />(TCAAP). The agreement provides that the CRR may be the master developer of the site <br />once a plan is approved and an agreement is reached with appropriate agencies for the <br />disposition and development of the site. The City has idcntified an number of specific <br />questions to be addressed including: <br /> <br />I. How will the characteristics of each element (residential, retail, etc.) of new <br />development impact the type and level of services provided by the city? <br />2. Will revenue dcrived from the proposed development cover the cost of delivering <br />City services? <br />3. Will the proposed development require capital improvements that will not be fully <br />reimbursed by the development? <br />4. Will revenue derived from the proposed dcvelopment cover the cost to maintain and <br />replace capital investments required for the proposed development? <br />5. How will proposed dcvelopment options impact the demand for housing, office, retail <br />and other uses within the community? <br />6.
