<br /> <br />. <br /> <br />In an effort to expedite redevelopment efforts, the City has entered into an informal agreement with a <br />Development Team consisting of Ryan Construction, Rehbein Companies and Centex, for the <br />redevelopment of the 650-acre western parcel. Under this agreement, the City will acquire the parcel <br />from the DOD and then sell or lease the parcel to the Development Team for mixed-use redevelopment. <br />Through this process, the City will achieve the land use goals of the community while also enhancing the <br />tax base of the City. <br /> <br />In order for redevelopment to occur, the stakeholders must address the environmental concerns of the <br />property as a condition of the acquisition. TCAAP is within the New Brighton! Arden Hills Superfund <br />Site, consisting of a 25 square mile area with fourteen Superfund sites within the TCAAP property <br />boundary. Soil and groundwater contamination exists on the parcel targeted for acquisition and soil <br />corrective actions are projected to be required to allow for redevelopment. <br /> <br />Extensive environmental investigation and remedial actions have occurred or are ongoing throughout <br />TCAAP property under the jurisdiction of US Environmental Protection Agency (USEP A) Region V and <br />the Minnesota Pollution Control Agency (MPCA). Certain areas of the 650-acre parcel targeted for <br />acquisition have known soil and groundwater contamination. As a function of the City's proposed <br />acquisition of this parcel, the Development Team has conducted a Phase I Environmental Site Assessment <br />and is currently completing a Phase II Site Investigation. The objective of this investigation will be to . <br />establish the magnitude and extent of environmental impacts within the acquisition area, establish a <br />corrective action plan and an estimate of remediation costs. <br /> <br />SCOPE OF SERVICES <br /> <br />The key objectives of URS scope of services will be to assist the City in: <br /> <br />. Evaluating environmental liability and cost associated with the acquisition of the property; <br />. Provide technical input and direction with the development of proposed corrective actions; <br />. Provide technical support in the review of environmental documents, plans, reports and <br />environmental regulatory matters; <br />. Provide environmental technical liaison and representation at regulatory meetings, stakeholder <br />meetings and in responses to stakeholders and/or regulatory agencies. <br />. Provide preliminary technical evaluation of water use - reuse issues regarding treated groundwater <br />(Optional Task); <br />.
