The Council <br />determined that it was a priority to review the existing policy and study alternatives. The <br />Council indicated the desirefofstrong'public involvement intheprocessofdevel6ping a poIlcy. . <br /> <br />At the May 27, 2003 City Council meeting, Resolution 03-48 was approved, establishing an <br />Arden Hills Assessment Policy Task Force. Several ads and notices were posted to recruit <br />members for the task force, but unfortunately only one resident volunteered at that time. <br /> <br />A new recruitment effort took place last fall, during the neighborhood meetings. We received <br />three applications. Council then indicated that they would like to recruit some additional <br />members from the existing Maintenance Facility Task Force. Tom Moore had been working on <br />that effort, which yielded two additional volunteers. <br /> <br />DISCUSSION <br /> <br />Last summer City staff developed an alternative assessment policy that was presented to Council <br />for discussion. That policy is' still available for review and consideration by thl:) task force. <br />Additionally, samples from area communities can also be reviewed. City staffalso prepared a <br />tentative work plan/schedule for the task force. City Council is asked to review and comment on <br />that document. <br /> <br />RECOMMENDED ACTION <br /> <br />Approve Resolution No. 04-26 appointing an Assessment Policy Task Force. Set an initial <br />meeting date for the task force in March, 2004. The Mayor has recommended that David Grant <br />be appointed as the Council Liaison to the task force.
