An overview of the proposal was presented at a joint meeting of the Arden Hills and <br />New Brighton City Councils in late 2003. The current provider of law enforcement services is <br />the Ramsey County Sheriff's Department. The County provides these services on a contract <br />basis to seven Ramsey County communities. Ramsey County Sheriff Bob Fletcher provided a <br />presentation to the City Council at the January work session. <br /> <br />The proposal from the City of New Brighton proposes a start date of January 1, 2005. The <br />current agreement with Ramsey County requires that nine month notice be given if a City intends <br />to terminate the agreement at the end of a calendar year, The current plan for review of <br />proposals is to have general discussion and question and answer session on Tuesday evening, <br />February 17 (work session). At the regular City Council meeting of February 23, the public will <br />be invited to provide input to the City Council regarding this topic, The item will then be placed <br />on the agenda for action at the March 8 meeting. <br /> <br />DISCUSSION <br /> <br />You have been provided a great deal of background information by both departments over the <br />past several months. In addition, we have a proposal from the City of New Brighton and a 2005 <br />budget estimate from Ramsey County Sheriff. The February 17 work session has been <br />designated as an opportunity for the City Council to ask questions of both the City and the <br />Sheriff. I received a few questions over the past few weeks that I provided to the two parties so <br />they could be prepared to address them. These questions include the following: <br /> <br />I. <br /> <br />Further clarification regarding how the neighborhood policing model (i.e, grid <br />system) works in New Brighton. <br />Can the County provide neighborhood policing similar to the grid system-model, and <br />if so, would there be additional cost? <br />Information has been requested from both departments regarding graffiti/vandalism in <br />the neighborhood areas surrounding the two high schools - i,e. do they track these <br /> <br />2. <br /> <br />3. <br />
