<br />. <br /> <br />. <br /> <br />. <br /> <br />Law Enforcement Services <br />New Brighton Proposal for 2005 <br /> <br />Draft 2/10/04 <br /> <br />1. The City of New Brighton has 2.5 FTE's in the position of Public Service <br />Officer (PSO). These are non-sworn positions that perform a variety of <br />duties such as animal complaints, prisoncr transports, code violations, <br />and administrativc details. Since the amount for "Operational Support" <br />assumes some cost towards the PSO's, how would their work be <br />assigned? <br /> <br />Public Safety Director Jacobson clarified that the proposal does NOT included <br />charging Arden Hills for any of the Public Safety Officer time. The work <br />would be assigned on a priority basis. This will include responding to calls <br />for service in both cities, issuing parking citations, etc as needed, and <br />conducting prisoner transports for the officers, which allows the police <br />officers to stay on the street instead of going to the j aiL If there are no <br />transports or calls to respond to, they will be given lower priority projects to <br />work on. If a call comes in for either city, they will respond. <br /> <br />2. <br /> <br />One the page entitled "Policing Services Provided"; does this imply that <br />all the same Policing Services will be provided to the City of Arden Hills <br />as part of the proposal? <br /> <br />Yes, all of the services listed, and also some others not on the list (educational <br />and community meetings for example), will be offered to the City of Arden <br />Hills at the same service level as they are offered to the City of New Brighton. <br /> <br />3. What is meant by the term "Neighborhood Oriented Policing" and how <br />would it apply to Arden Hills? <br /> <br />Each neighborhood is assigned a liaison in the department. This liaison <br />officer monitors what is happening in assigned neighborhoods, At least once <br />per year the office reports back to the neighborhood as to the types of <br />incidents ad activities that are or have taken place. This is separate from <br />patrol. Officers on duty patrol the city, not just an assigned neighborhood. <br /> <br />The city is separated into grids for the crimc prevention program. Ibere are <br />several to many block watch groups within each grid, These grids would also <br />be. formed in Arden Hills. They would work with the City of Arden Hills to <br />determine appropriate boundaries for the grids. <br />
