e

.

.

Memo to Mayor and Council
February 19,2004
Page 2 of2

Based on past review of trade area expenditures, it appears that most of the organizations
spend at least 90% of their net proceeds within the trade area. In past discussions with
Minnesota Wrestling, they have indicated they are willing to comply with whatever the local
requirement is. Since St. Mary's Romanian Orthodox Church is located in St. Paul and most
of their proceeds go to fund Church operations, they are not in favor of the proposed change.
St. Katherines Ukrainian uses the charitable gambling proceeds in a similar manner, but is
located in Arden Hills/trade area.

OPTIONS

There are several options that the Council could consider. These include the following:

I. Do nothing and leave the existing trade area spending requirement of 50% in place.

2. Adopt Ordinance 348 changing the trade area spending requirement effective thirty days after
publication of the ordinance.

3 Adopt Ordinance 348 making the ordinance effective January I, 2005.

\\Barth\Admin\Dcputy Clerk\Charitable Gambling\02-19-04 Memo to City Council regarding trade area spending ordinance modification.doc
