Subcommittees of the Commission may be formed from time to time based <br />on the needs of the City and Commission. The Commission shall annually appoint a member to <br />serve as Vice-Chair, <br /> <br />Subd. 6 Meetings and Reports. The Commission shall hold meetings every other month, <br />or more frequently as needed. It shall keep minutes which shall be forwarded to the City <br />Council. The Community Development Director shall be the official staff liaison to the <br />Commission. <br /> <br />Subd.7 <br />follows: <br /> <br />Duties and Functions. The duties and functions ofthe Commission shall be as <br /> <br />A. Endeavor to secure a full and complete understanding of the City's needs and desires for <br />economic development activities, <br /> <br />B. <br />C. <br />D. <br />E. <br />. <br />F. <br />G. <br /> <br />Create a focal point for the economic development efforts of the City. <br /> <br />Assist with the development of a business retention and attraction program. <br /> <br />Provide input and direction on the City's marketing and communication efforts. <br /> <br />Assure the integration of the City's economic development efforts with its land use <br />planning efforts ensuring that business attraction and expansion is not an end in itself, but <br />is an element of a coordinated community development program. <br /> <br />Assist in the identification of areas for rehabilitation or redevelopment. <br /> <br />Work with the Planning Commission on plans for areas identified for redevelopment or <br />rehabilitation. <br /> <br />H. Assist in business promotion and recognition events. <br /> <br />I. Interact and participate with the Chamber of Commerce and related organizations as a <br />means of improving communications and overall responsiveness. <br /> <br />J. Evaluate and make recommendations to the City Council and Economic Development <br />Authority on economic development finance projects and programs including, but not <br />limited to, tax increment financing, tax abatement, local revolving loan fund, and state <br />incentives. <br /> <br />K. Participate in the policy making process as requested by the City Council. This may <br />involve occasional joint meetings with the Planning Commission and/or the City Council. <br /> <br />L. Perform other duties and functions as specifically delegated by the City Council. <br /> <br />. <br /> <br />Effective Date: This ordinance shall become effective thirty days after its publication, . <br /> <br />#349 - 2 <br />
