<br />Honorable Mayor and <br />Members of the City Council <br />City of Arden Hills <br />1245 West Highway 96 <br />Arden Hills, MN 55112 <br /> <br />ATIN: Michelle Wolfe <br />City Administrator <br /> <br />RE: <br /> <br />Feasibility Study and Report <br />County Road E Pedestrian Improvements <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />The enclosed feasibility report has been prepared examining the proposed pedestrian sidewalk <br />improvements along County Road E as authorized at the January 26, 2004 Council Meeting. The <br />general scope of the improvements includes widening of the pedestrian walk along the existing <br />County Road E bridge across TH 51 and construction of an at-grade sidewalk from the signalized <br />intersection east of the bridge to the intersection of County Road E and Old Highway 10. This report <br />will evaluate the feasibility of the proposed improvements including a number of altematives and <br />options as directed by the City Council. <br /> <br />Information utilized in the preparation of this repOlt includes field surveys, as-built plans, GIS <br />property information, and photos of the existing site. We are of the opinion that the improvement <br />options as outlined in this report are feasible and would greatly enhance pedestrian movement <br />between the neighborhoods west and east of Trunk Highway 51 while greatly improving pedestrian <br />safety. <br /> <br />A number of options were considered to enhance the crossing which provide incrementally wider <br />sidewalks at additional investment. All of the bridge improvements require the reconstruction of the <br />existing south rail/wall. This provides an opportunity for the City to improve the bridge aesthetic for <br />a relatively minor additional investment if done in conjunction with the pedestrian improvements.
