Introduction <br /> <br />On January 26, 2004, the Arden Hills City Council authorized the preparation of a feasibility <br />study for the construction of pedestrian improvements along County Road E. The general scope <br />of the improvements includes widening of the pedestrian walk along the existing County Road E <br />bridge across Trunk Highway 51 and construction of an at-grade sidewalk from the signalized <br />intersection east of the bridge to the intersection of County Road E and Old Highway 10. Exhibit <br />1 shows the project location. <br /> <br />The County Road E right of way is owned and managed by Ramsey County Public Works. The <br />bridge over Trunk Highway 51 is also owned by Ramsey County however, any modifications to <br />the bridge require review and approval from the MnDOT Bridge Engineer. Arden Hills is <br />allowed to construct improvements within the right of way and to the bridge per the approval of <br />Ramsey County Public Works and MnDOT. We have discussed the project in general tenns with <br />Ramsey County staff and anticipate that the proposed improvements will meet their approval. <br /> <br />This report will evaluate the feasibility of the proposed improvements and is organized in three <br />general sections focused on the potential improvements, a summary of project costs and funding <br />and concludes with summary and recommended next steps for Council. The proposed bridge <br />improvements discussion includes three options for reconfiguring the existing bridge which <br />provide progressively greater widths for pedestrian movement. The sidewalk improvements <br />discussion includes options regarding width and materials of the sidewalk. The bridge <br />enhancements discussion details and illustrates a number of potential design treatments which <br />could be incorporated into the project.
