Proposed Sidewalk Improvements <br /> <br />The proposed improvements include the construction of a sidewalk along County Road E <br />between the Connelly Avenue Signal and Old Highway 10. The sidewalk would be constructed <br />within existing MnDOT and Ramsey County Right of Way along its entire length. Based upon <br />our field review of the corridor, we propose that the walk be built on the south side of County <br />Road E for the following reasons: <br /> <br />. Grades on the south side are generally flatter than the north resulting in fewer walls, less <br />excavation, etc. <br />. Existing overhead utilities would complicate installation of a walk along the north side of the <br />street. <br />. A southern alignment provides direct connections to Freeway Park and Lindy's Park. <br />. Greater Number of residents live south of County Road E (in the general vicinity of the <br />bridge - not city wide) <br /> <br />The following is a summary of the characteristics of two types of surface materials and two <br />potential widths of the sidewalk. <br /> <br />Surfacing <br />. Bituminous surfacing provides a better facility for cyclists and rollerbladers (smoother <br />finished surface) <br />. Bituminous is generally less expensive than concrete (50% of concrete unit cost) <br />. Concrete has more of an "urban feel" to it, generally more regular due to construction <br />methods, ie edges are very straight and don't deteriorate. <br />· Bituminous life expectancy is less than concrete <br />. Existing walk east of Connelly Avenue is concrete <br /> <br />Width <br />. 6 foot width less expensive but also less attractive to bicyclists and rollerbladers <br />. 6 foot width will have slightly less visual impact than 8 foot width <br />. 6 foot width will have less extensive grading in front yards vs. 8 foot width <br />. 8 foot width more easily maintained by City equipment (assuming City staff clear snow) <br /> <br />At this time, we have not developed a recommended surface or width. The characteristics of <br />these items should be considered by the Council and residents before a decision is made. We <br />have prepared visualization drawings of each and cost estimates for each of the four options. <br />Although it is possible to include bituminous and concrete in the project (ie. bituminous on the <br />west end, concrete on the east) we recommend that the council select one surface type and width <br />to be consistent throughout the project area. <br /> <br />13 <br /> <br />URS <br />
