Project Cost and Funding Summary

Preliminary project cost estimates have been prepared for the proposed improvements and the
alternatives discussed in this report for the consideration of the Council. Project costs shown
below include costs for engineering and construction inspection and administration. 20% is
included in the pathway costs and 25% for bridge costs (due to high complexity of bridge
construction). The following is a summary of the estimated project costs for the recommended
improvements and alternatives.

Item Description
Bridge Improvements Option A
Bridge Improvements Option B
Bridge Improvements Option C

Proiect Cost
$ 60,000
$ 80,000
$200,000

Sidewalk Improvements (6 foot Bituminous)
Sidewalk Improvements (6 foot Concrete)
Sidewalk Improvements (8 foot Bituminous)
Sidewalk Improvements (8 foot Concrete)

$ 54,400
$ 78,700
$ 69,100
$101,500

Bridge Enhancements - Ornamental Railing
Bridge Enhancements - Decorative Lighting
Bridge Enhancements - Form Liner Surface Treatment
Bridge Enhancements - Painting
Bridge Enhancements - Six Pilasters

$25,000
$10,000
$10,000
$ 5,000
$ 5,000

Sample Total Proiect Cost:
Bridge Option A+ 6 ft bit walk
Bridge Option B + 6 ft concrete walk + Railing
Bridge Option C + 8 ft bit walk + Railing + Lighting + Form Liners

$114,400
$183,700
$319,100

Proiect Fundinl!:
All of the improvements described in this report are eligible to be funded out of the City's State
Aid account since County Road E is designated as a County State Aid Highway. The current
State Aid fund balance for Arden Hills is approximately $500,000. The project is proposed to be
funded entirely from the City's State Aid funds however, the Council may elect to utilize other
funding sources such as the non-assessable street fund or the general fund. Since the proposed
improvements benefit the City as a whole to a greater degree than the abutting residents, the use
of residential assessments to fund the improvements is not recommended.

The costs shown above do not include annual maintenance costs such as snow removal and
potential maintenance of bridge improvements. The Council may consider requesting Ramsey
County to maintain this facility (especially bridge improvements) and requesting abutting
residents to remove snow and mow along the sidewalk in lieu of City staff.

19

URS
