O. 2004 <br /> <br />Request of City Council Action <br /> <br />Council Action Request: <br /> <br />Consider approval of an amendment to the Special Use Permit (SUP) Master Plan; a site plan <br />review; and maximum height variances ofSfeetfor the overall mass of the building height, 11.5 <br />feet for the elevator penthouse, and 17 feet for the architectural feature to allow construction of <br />a new 4-story dormitory on the northeast portion of the Bethel College campus. <br /> <br />Staff Recommendation: <br /> <br />Approve the amendment to the Special Use Permit Master Plan and site plan subject to the <br />eleven conditions of approval as listed on staff's report to the City Council dated March 29, <br />2004. <br /> <br />Also, approve height variances of S feet for the overall mass of the building height, 11_ 5 feet for <br />the elevator penthouse, and 17 feet for the architectural feature after making the following <br />findings: <br /> <br />1. The circumstances for which the variances are requested are unique to the property. <br />2. Granting of the variances would be in keeping with the spirit and intent of the City's Zoning <br />Ordinance. <br />3. The property in question could not be put to a reasonable use without the granting of a <br />variance. <br />4. The hardship was not created by the property owner. <br />5.
