~ /]'\~ HILLS MEMORANDUM DATE: March 24, 2004 TO: Mayor and City Council FROM: Michelle Wolfe, City Administrator ~ SUBJECT: Joint Human Rights Resolution BACKGROUND The City Council has seen and discussed earlier versions of the attached draft resolution. The attached version, labeled "Third Draft", is the version that the various cities are being asked to approve. The most recent change requested by the City of Arden Hills, (changing the word "slurs" to "incidents" in the second "Whereas" clause) has been incorporated into the attached draft. DISCUSSION I have been informed that the City of Vadnais Heights has adopted the joint resolution. The following cities are scheduled to have this item on their agenda on the following dates; March 23 - New Brighton March 30 - Mounds View Public Schools March 29 - Roseville April 8 - North Oaks The City of Vadnais Heights will initiate an original signed Resolution, and then pass it on to the next community (New Brighton) for signature, and so on until all of the cities have signed the document. RECOMMENDATION Authorize the Mayor to sign ajoint resolution with the cities of Mounds View, New Brighton, North Oaks, Roseville, Shoreview, and Vadnais Heights. Such resolution clearly states that we are committed to individual, joint, constructive, and peaceful responses to acts of terrorism and racism in our communities. It further recognizes that, while there are no easy formulas to eliminate both terrorism or racism, we will continue to work together and with appropriate law enforcement agencies to protect the well-being of every person subject to such threats; and affirm that we hereby commit ourselves and our honor to the effort to eliminate terrorism and racism and to protect the freedom and safety of each person at the Mounds View Schools and in our communities.
