<br />~ <br />/]'\~ HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: March 24, 2004 <br /> <br />TO: Mayor and City Council <br /> <br /> <br />FROM: Michelle Wolfe, City Administrator ~ <br /> <br /> <br />SUBJECT: Joint Human Rights Resolution <br /> <br />BACKGROUND <br /> <br />The City Council has seen and discussed earlier versions of the attached draft resolution. The <br />attached version, labeled "Third Draft", is the version that the various cities are being asked to <br />approve. The most recent change requested by the City of Arden Hills, (changing the word <br />"slurs" to "incidents" in the second "Whereas" clause) has been incorporated into the attached <br />draft. <br /> <br />DISCUSSION <br /> <br />I have been informed that the City of Vadnais Heights has adopted the joint resolution. The <br />following cities are scheduled to have this item on their agenda on the following dates; <br /> <br />March 23 - New Brighton <br />March 30 - Mounds View Public Schools <br /> <br />March 29 - Roseville <br />April 8 - North Oaks <br /> <br />The City of Vadnais Heights will initiate an original signed Resolution, and then pass it on to the <br />next community (New Brighton) for signature, and so on until all of the cities have signed the <br />document. <br /> <br />RECOMMENDATION <br /> <br />Authorize the Mayor to sign ajoint resolution with the cities of Mounds View, New Brighton, <br />North Oaks, Roseville, Shoreview, and Vadnais Heights. Such resolution clearly states that we <br />are committed to individual, joint, constructive, and peaceful responses to acts of terrorism and <br />racism in our communities. It further recognizes that, while there are no easy formulas to <br />eliminate both terrorism or racism, we will continue to work together and with appropriate law <br />enforcement agencies to protect the well-being of every person subject to such threats; and <br />affirm that we hereby commit ourselves and our honor to the effort to eliminate terrorism and <br />racism and to protect the freedom and safety of each person at the Mounds View Schools and in <br />our communities. <br /> <br />IIEarth\AdminlCity AdministratorIHuman RightsI3-29-04 Memo to Council RE Joint <br />Resolution.doc <br /> <br />, <br /> <br />- <br /> <br />e <br /> <br />e <br />
