League of Minnesota Cities Memo <br /> <br />BACKGROUND <br /> <br />Approximately two years ago the Office of the State Auditor audited the City of Brooklyn Park <br />and identified several legal compliance issues. The majority of the legal compliance issues <br />revolved around whether certain expenditures did or did not serve a public purpose. Since cities <br />are political subdivisions of the state, the perspective taken by the OSA is that cities are only <br />allowed to do things expressly artieulated in state law, The legal discussion an implications of <br />the Brooklyn Park audit are outlined on the attached memo prepared by the League of Minnesota <br />Cities. <br /> <br />To address the issues associated with the OSA's determinations, staff has prepared a pub lie <br />purpose expenditure policy, This has been reviewed internally by the management team, In <br />general, the policy does the following: <br /> <br />I, Defines a public purpose expenditure <br />2, Outlines those activities that qualify as a public purpose including: <br />a, Training and professional conferenees, <br />b. Payment of work related expenses including travel, lodging, and meal expenses in <br />connection with work assigmnents. <br />c. Approved safety and health programs. <br />d. Approved employee recognition program expenditures. <br />e, Food and refreslunents associated with official Arden Hills functions, <br />f, Appropriate eommunity and consumer outreach <br /> <br />REQUESTED ACTION <br /> <br />Provide input on the attached public purpose expenditure policy <br />
