<br />~ <br />~~HILLS <br /> <br />. <br /> <br />MEMORANDUM <br /> <br />DATE: April 21, 2004 <br />TO: Mayor and City Council (:, ,.) r~ <br />FROM: Michelle Wolfe, City Administrato(~ <br />SUBJECT: Appointment of Scott Clark as Community Development Director <br /> <br />BACKGROUND <br /> <br />Through an internal staff reorganization, the Community Development Director position became <br />vacant in February. The position was advertised through February 27, 2004. A total of 21 <br />applications were received. Eight applicants were selected for the first round of interviews. <br />Upon completion, four finalists were selected to participate in a management assessment and a <br />second round of interviews. At the conclusion of the second interview, there was general <br />consensus on a top candidate for the position. . <br /> <br />DISCUSSION <br /> <br />The recommended candidate is Mr. Scott Clark. Mr. Clark earned a Masters Degree in Urban <br />Studies from Mankato State University. Highlights of his work experience include twenty seven <br />years with the City of Brooklyn Park in a variety of capacities, most recently as Deputy <br />Community Development Director. The proposed starting salary for Mr. Clark would be at step <br />three of the 2004 compensation plan.
